SimCity 4 (sc4) is a city building simulation game produced by Maxis (like The Sims), a subsidiary of Electronic Arts. The game was released on January 14, 2003 and is the fourth game of the SimCity series. SimCity 4 has an additional package called Rush Hour which adds new features to the game. In SimCity 4: Deluxe Edition and the original game there are additional Rush Hour combined into one product.
In this game players can create an area with soil to form around it, and then design and develop a settlement that would later become a major city. Players can also put the zone to build regional commercial, industrial, or residential, and also build and improve public services, transportation and utilities. To be successful players must also take care of financial, environmental, and quality of life for its inhabitants. SimCity 4 introduces the rotation around the clock and some other special effects for the first time in the SimCity series. There are tools such as Building Architect Tools (BAT) so that players can build the building and contents of third parties.

- 256 MB of RAM (XP, ME) Virtual memory not included in this value. Additional RAM space is needed for custom content.
- 1.6 GB hard disk space (installation) Additional space required for saved games, Windows swap-file, DirectX 8.1 installation, and for custom content.
- 32 MB Direct3D capable video card with DirectX 7.0 compatible driver. Larger cities require more processing power.
